What's a 2/98 Plan?

It's an interesting law that seems to hold true in multiple situations. It's known by another name - the 80|20 Principle - and the name is based on the discovery by Pareto that 20% of the people owned 80% of the land of Italy. That was a long time ago now.
Now, as time marches on, this ratio grows extreme. Instead of 20/80, it's 2/98. Or worse.
A Credit Suisse report in 2017 analysed that the richest 1% owns 50% of the world's wealth. That's 140 Trillion dollars in the hands of 1% of the rich.
